Belleston Residence Breaks Ground in Plymouth, Bringing a New Model of Senior Living to the Community
A meaningful milestone was celebrated recently in Plymouth, Minnesota, as Belleston Residence officially broke ground on a new senior living community designed to meet the growing need for high acuity, compassionate care in a residential setting.
Located at 18035 Old Rockford Road, Belleston Residence is an assisted and independent living community created for older adults who require advanced clinical support, while still wanting the comfort, warmth, and dignity of home. When it opens in the summer of 2026, the community will offer a thoughtful alternative for families navigating increasingly complex care needs.
Designed for Advanced Care, Built Around People
Belleston Residence will include 28 units and 32 beds across a carefully planned 19,806 square foot community. Assisted living traditionally provides a balance of independence and assistance with daily activities such as bathing, dressing, medication management, meals, housekeeping and social services. Belleston is taking care to the next level by supporting residents who need higher levels of daily medical oversight and assistance. This includes specialized services such as PEG tube care and catheter care, which are often difficult to find outside of skilled nursing environments.
What sets Belleston apart is its commitment to exceptional staffing. With staff to resident ratios that exceed state standards, residents receive more personalized attention and consistent clinical oversight. This approach allows care teams to build strong relationships with residents and families, creating a setting where trust, familiarity, and responsiveness are central to daily life.
A Vision Rooted in Clinical Experience and Family Values
Belleston Residence is owned and operated by Darla Thao, R.N., and Toua Xiong, M.D., a husband and wife team whose careers span more than 30 years of combined healthcare and operational leadership. Together, they also own Solbakken Senior Living communities in Plymouth and Maple Grove. Belleston represents their third senior living community in the Twin Cities and a natural evolution of their care driven philosophy.

Thoughtful Design for Comfort and Confidence
Belleston Residence is being brought to life by a team of experienced partners. Bauer Design Build is serving as the general contractor, with Momentum Design Group leading architecture and interior design. Civil engineering is provided by Loucks, and structural engineering by VAA.
The design prioritizes calm, welcoming spaces that support both clinical functionality and everyday comfort. The goal is to create an environment where residents feel safe, supported, and at ease, while families feel confident in the level of care being provided.
